There aren’t 60 minutes of deleted footage from Skin Deep, there are “only” 18. What Robert said was that the director’s cut was 60 minutes. That means that there are 60 minutes of footage that were completly edited, with added CGI, light and filters.
Then the final cut is made, usually to make the episode fit in the time they have available for it.
